Astana Civil Service Hub Advancing Global Partnerships for Public Administration
Mr. Alikhan Baimenov, Chairman of the Steering Committee of the Astana Civil Service Hub (ACSH), participated in the 24th Session of the United Nations Committee of Experts on Public Administration (CEPA), held at the UN Headquarters in New York, reaffirming the Hub's commitment to promoting international collaboration in the field of public governance and public service development.
CEPA, a UN technical advisory body reporting to the Economic and Social Council (ECOSOC), brings together leading global experts to provide evidence-based recommendations aimed at strengthening public administration systems worldwide.
During the session, Mr. Baimenov took part in the FutureGov Side Event on “The Future of Public Governance: Building Public Sector Capabilities for Tomorrow,” co-hosted by the United Nations Development Programme (UNDP) and the United Nations Department of Economic and Social Affairs (UN DESA). Mr. Baimenov emphasized the increasing relevance of regional and cross-regional cooperation in addressing governance challenges and promoting innovation in public administration.
Highlighting the experience of the Astana Civil Service Hub — a unique multilateral platform — Mr. Baimenov emphasized its role as a professional, non-political framework that facilitates knowledge-sharing and promotes innovative approaches to public administration across its participating countries and beyond.
“The growing complexity of global challenges requires us to work together across borders, fostering trust and professional dialogue. Regional cooperation, free from politicization, remains one of the most effective instruments for accelerating development and strengthening resilient public sector institutions,” Mr. Baimenov stated.
In addition to his participation in CEPA, Mr. Baimenov held a series of bilateral meetings with senior UN officials, including Mr. Larbi Djacta, Chair of the International Civil Service Commission, Mr. Juwang Zhu, Director of the Division for Public Institutions and Digital Government at UN DESA, Ms. Dima Al-Khatib, Director of the UN Office for South-South Cooperation, Ms. Sarah Lister, Head of Governance at UNDP.
These meetings provided an opportunity to exchange views on the current trends in public administration and civil service development, as well as explore prospects for expanding cooperation between the Astana Civil Service Hub and UN agencies, including the potential implementation of joint initiatives.
Mr. Baimenov also held over forty bilateral meetings with Permanent Representatives of UN Member States, presenting the achievements of the Astana Civil Service Hub, sharing his vision for the future development of public service at the global level, and discussing opportunities for future engagement.
As part of his visit, Mr. Baimenov signed Memoranda of Understanding with the International Institute of Administrative Sciences (IIAS) and the Latin American Center for Development Administration (CLAD).
These agreements aim to foster future collaboration, facilitate the exchange of knowledge and best practices, and promote joint initiatives in the field of public service development.
